This Questionnaire on Administrative Harassment is part of a set of documents prepared Pro BONO by Dr. Pauchard, PhD.
The first purpose of this bundle is to empower victims of administrative harassment (AH) by giving them an understanding of the way AH works based on facts. AH is not primarily the fact of an employee being rough to you: this is refered to as "bullying" or "Harassment".
Administrative Harassment has to do with a person's files and data. The questionnaire is meant to help the victims in the collection of the relevant information. It is also informative for those who have never been confronted with it, so they would get some knowledge of some type of irregularities that are already going on under the cover. Remember that whatever is affecting others today will get to you sooner or later if nothing is done to stop it. Everything starts with a good understanding of the facts.
Administrative Harassment is a white collars Criminality which happen when some erroneous data are wilfully inserted in someone files AND when the administration has refused to correct the erroneous data.
1) One cannot claim to be victim of administrative harassment if one never asked for the correction of the erroneous data.
2) Data might be erroneous in various ways: they may be wrong or missing. The absence of data or the refusal to register the relevant missing information is part of administrative harassment; the refusal to show or to communicate to someone it’s own files either in part or in full is also part of AH.
The questionnaire on Administrative Harassment is also meant to inform people: by reading it, one will know what to look for, should s/he be caught one day in tumultuous events. It is an help to identify the areas of one's life that might be at stake and to document them based on facts. The guide provide the user with some additionnal information.
